History
The Niger Chamber of Commerce, created
in order to ensure representation of the country's economic interests, was
established during the colonial period by general order N° 2692/S.E
of April 7, 1954.
It was created as a replacement for
the ex-Chamber of Commerce Dahomey-Niger established by general order N°1351/S.E of May 10, 1944.
A decree N°67- 107/MF/AE of June 8, 1964
bearing these regulations, gave the Chamber of Commerce additional
competence, namely for maintaining relations with similar organizations,
regional or international economic cooperation organizations of
which The Republic of Niger is a member, or is associated with.
This decree was modified by decree
N°67-138/MAECI of September 7, 1967, bearing a reorganization
of the Chamber of Commerce and creating within the Chamber a Permanent Commission.
A new modification by decree N°77-60/MAECI
of April 29, 1977 extended the coverage of the Chamber of Commerce, Agriculture
and Industry to Crafts. It is a legal entity and acts as a publicly-owned
establishment.
In order to confer greater autonomy to
the Chamber of Commerce, Agriculture, Industry
and Crafts of Niger, to render
economic operators more professional, and to ensure greater national
coverage, the law N°95-017 of December 8, 1995 institutes a category
of publicly-owned establishments for professional matters. Thus
the law N°95-018 of December 8, 1995 restated the Chamber of Commerce, Agriculture, Industry
and Crafts into a Publicly-Owned Establishment for
Professional Matters.
In addition, decree N°77-60/MAECI
of April 29, 1977 was abrogated by decree N°96-293/PRN/MCI of September
5, 1996. The current statutes of the consular establishment have been elaborated
and adopted by the National Consular Parliament, and submitted to the government
for approval.
The Chamber of Commerce, Agriculture,
Industry and Crafts of Niger falls within the technical
supervision of the Ministry of Commerce and the financial supervision of the
Ministry of Finance.
The
President
Mr. Iddi Ango Ibrahim was re-elected
on March 22, 2002 for a four (4) year term, in accordance with statutory
regulations. He is the General Manager of the Compagnie d'Assurances et de
Réassurances du Niger (CAREN) and PCA of the Société
Nigérienne de Cimenterie (SNC).

The 1st Vice-President is Mr. IBRAHIM
KADA, elected on March 22, 2002 for a four (4) year term. He is Managing
Director of the TAMESNA company and entrepreneur.
The Treasurer General is Mr. Hima
Hassoumi, elected on March 22, 2002 for a four (4) year term.
He is Managing Director of a transit company (CET).
Commissions
In accordance with articles 46, 47, 48, 49 and 50 of its statutes,
the eight (8) specialized commissions named hereafter have been
created within the Chamber of Commerce, Agriculture, Industry
and Crafts of Niger :
- The Finance, Fiscal and Customs
commission : Mr. Hima Hassoumi ; Managing
Director of the transit company Continental
Express Transit (C.E.T) ;
- The Commerce and Services commission
: Mr. Amadou Moumouni ; Director of the Hama Kiota Company, whose
main activities are import-export and transportation of passengers
and hydrocarbons ;
- The Agriculture and Breeding commission
: Mr. Abdoulaye Maiga Gouroubaba whose activity is the export of dairy products
;
- The Tourism and Hostelry commission : Mr. Moudy Mohamed ; General Manager
of the Société Nationale des Transports Nigériens (S.N.T.N)
;
- The Crafts commission : Mrs. Marcel
Fadimata whose main activity is the export of crafts products ;
- The Industry commission : Mr. Ousmane Abdou Sidibé who is not
only Assistant Treasurer General of the Chamber of Commerce, but
also heads an accounting firm ;
- The Public Works, Buildings and
Associated Industries commission ;
- The Banking, Insurance and Transit
commission : Mr. Moussa Hayatou ; Assistant Managing Director of
the Société Nigérienne de Banque (SONIBANK).
